HON Caral Spangler: Financial Management and Comptroller

The Honorable Caral E. Spangler was sworn in as the Assistant Secretary of the Army (Financial Management and Comptroller) on August 17, 2021 and serves as the principal advisor to the Secretary of the Army on all matters related to Financial Management and Comptrollership. In this role, she is responsible for resourcing America’s Army through policies and activities, including budget formulation and execution, disbursement, and audit compliant financial statements.

Ms. Spangler has over 39-years of government service, serving as a career member of the Senior Executive Service in every military service and the Pentagon comptroller's office. Prior to her current role, she served with the US Marine Corps (USMC) as the Assistant Deputy Commandant for Program and Resources, responsible for advising the Commandant, Assistant Commandant, and Deputy Commandant for Programs and Resources on budget, financial operations and financial audit issues impacting the Marine Corps with oversight of Marine Corps' Budget and Execution Division, Fiscal Division, and the Technology Services Organization.

Ms. Spangler served as the Principal Deputy ASA(FMC), Office of the ASA(FMC), Pentagon, Washington, D.C., where she advised the Assistant Secretary and the Army leadership on matters relating to Army finance, accounting, financial systems, financial management workforce development, and cost and economic activities.

Prior to serving with the Army, Ms. Spangler was the Deputy for Budget, Office of the Assistant Secretary of the Air Force (Financial Management and Comptroller), responsible for planning and directing Air Force budget formulation and execution of appropriations totaling more than $160 billion annually. She led a staff of civilian and military financial managers to develop, defend and execute funding to support military operations and Air Force priorities at the direction of Congress, the Secretary of Defense and the Secretary of the Air Force.

Ms. Spangler was the Assistant Deputy Commandant for Resources (USMC), also known as the Fiscal Director. As such, she was responsible for the formulation and execution of the Marine Corps' $31B budget, and had responsibility for financial systems, accounting, and financial improvement. She was the community leader for the USMC financial management community and held positions of increasing responsibility within the Navy and the Office of the Undersecretary of Defense (Comptroller) in the areas of budget formulation, program integration and resource management. She has experience with every appropriation category.

Ms. Spangler has a Master in Public Administration from Syracuse University, New York, and Bachelor of Science degree in Economics from Michigan State University.

Jennifer Sizemore: ASMC National Senior Manager of Member Programs & Volunteer Support

Jennifer Sizemore began her career with ASMC in 1991 at ASMC’s brand-new first National Headquarters office in Alexandria, VA and provided a wealth of services and support to chapters and members across the defense financial management (FM) community. In 2013, she transitioned to a contractor role to support the National Awards Program and Professional Development Institute (PDI) where she has served ASMC members and the defense FM Community for the past decade. She also served Girl Scouts Western Pennsylvania for six years, leading a team of 25 personnel in support of members and volunteers in 27 counties.

In her current role, Jennifer plans and executes member programs and services; provides support, service and training to chapter leadership; implements ASMC’s awards and scholarship programs; and manages volunteer support of the annual PDI.

Jennifer has one son, Jacob, whose first PDI was in San Diego in 1999. When not serving ASMC’s chapters and members, Jennifer can be found working as a Realtor®, working on home projects or somewhere outdoors – hiking, kayaking, or enjoying camp life.

Brigadier General Christine A. Beeler: Commanding General U.S. Army Contracting Command

Brigadier General Christine A. Beeler is the commanding general of the U.S. Army Contracting Command (ACC) headquartered at Redstone Arsenal, Huntsville, Alabama. ACC, a subordinate command to the Army Materiel Command, is comprised of a subordinate one-star command, six major contracting centers and eight contracting support brigades. ACC enables Army readiness through global, expeditionary contracting support to warfighters engaged in military operations, weapon systems acquisition, life cycle management, sustainment and acquisition of goods and services vital to the Soldier's mission and well-being. Its workforce includes more than 6,000 military and civilian personnel at more than 100 locations worldwide.

Prior to assuming command of ACC, Brigadier General Beeler served as the Commanding General for the U.S. Army Mission and Installation Contracting Command at Joint Base San Antonio-Sam Houston, Texas.
Brigadier General Beeler was commissioned as a second lieutenant in the Ordnance Corps through the Army ROTC program at Boston University in 1991, where she earned a Bachelor of Science in Business Administration as a distinguished military graduate. She joined the Army Acquisition Corps in 1998, and she is certified in Contract Program Management and Logistics.

Her advanced education includes a Master of Arts in Administration and Management from Bowie State University, Prince George’s County, Maryland; a Master of Public Administration in Environmental Management from Jacksonville State University, Jacksonville, Alabama; and a Master of Business Administration from Webster University. Brigadier General Beeler’s military education includes a Master of Science in Strategic Studies from the U.S. Army War College. She is a graduate of the Command and General Staff College.

Brigadier General Beeler has held numerous command and staff positions. Her key assignments include Logistics Officer, 501st Corps Support Group, Uijongbu, South Korea; Commander, 595th Maintenance Company, Songnam, South Korea; Contracting Officer, Doha, Qatar; Assistant Product Manager, Patriot Missile and Medium Extended Air Defense Systems, Huntsville, Alabama; Professor of Program Management and Course Director, Army Acquisition Basic Course, Huntsville, Alabama; Commander, Army Contracting Command-Kuwait, Camp Arifjan, Kuwait; Contracting Operations Staff Officer, Expeditionary Contracting Command, Redstone Arsenal, Huntsville, Alabama; Executive Officer to the Deputy Assistant Secretary of the Army for Procurement, Army Staff, Pentagon; Commander, 414th Contracting Support Brigade; and Deputy Director of Contracting, United States Army Corps of Engineers, Deputy Commanding General, OCONUS Operations, United States Army Contracting Command.

Her military decorations and awards include the Legion of Merit with three oak leaf clusters, the Bronze Star Medal, the Defense Meritorious Service Medal, the Meritorious Service Medal with six oak leaf clusters, the Army Commendation Medal with two oak leaf clusters, the Joint Service Achievement Medal, the Army Achievement Medal with one oak leaf cluster, the Joint Meritorious Unit Award, and the Army Superior Unit Award. She is airborne qualified and authorized to wear the Army Staff Badge.

Thomas Constable: Syracuse University Director, Defense Programs, Cycle of Learning for Financial Managers

Thomas Constable serves as the Director of Defense Programs at the Martin J. Whitman School of Management, Syracuse University. There, he administers the Defense Comptrollership Program (DCP) and other courses designed to enhance learning and professional development of financial managers across the Department of Defense (DoD).

In 2023, Mr. Constable departed the DoD, where he served as the Acting Assistant Secretary of Defense (ASD) for Manpower and Reserve Affairs, and as the Acting ASD for Readiness. He was responsible for all policy matters related to DoD civilian and military personnel, Reserve Forces integration, and for quality-of-life policies and programs for military communities and family programs, including military exchanges; morale, welfare, and recreation (MWR); family advocacy and spouse employment; the chaplaincy; DoD childcare, and youth services. He oversaw and supervised the Department of Defense Education Activity and the Defense Commissary Agency.

Mr. Constable graduated from the Defense Comptrollership Program in 2004 and was assigned to the Army Staff as a program and budget analyst, managing Army and National Intelligence Program resources. He then moved to the Office of the Secretary of Defense (Comptroller), formulating budgets for defense-wide agencies and counter-drug activities. He briefly left the Pentagon to serve overseas as the senior resource manager (G8) for U.S. Army Africa in Vicenza, Italy. In 2015, he returned to the Pentagon as the Associate Director (SES) for Military Operations, leading the team that manages Operation and Maintenance appropriations, Civilian Pay, and Working Capital Funds for the Military Services.

Mr. Constable is a Soldier for life, having enlisted in the Army in 1987, and retired from active duty in 2008. He received master’s degrees in business administration and public administration from Syracuse University, and a graduate Certificate in Conflict Resolution from The Maxwell School of Citizenship and Public Affairs. His awards include the Legion of Merit, and the Secretary of Defense Medal for Meritorious Civilian Service; he is a proud recipient of the Leonard F. Keenan Award for Distinguished Service.

Lindsay Sparks: Guidehouse Partner, Defense & Security

Lindsay Sparks is a Partner at Guidehouse and resides in Huntsville, AL. Lindsay has supported the Office of the Secretary of Defense (Comptroller), the Army, the Navy, and multiple Defense Agencies in the DoD’s audit journey since 2003.

Kathryn VanScoy: Audit Readiness Division Chief, Army Materiel Command (AMC)

Kathryn VanScoy is the Audit Readiness Division Chief at the Army Materiel Command in Huntsville, AL. Kathryn is responsible for oversight over the other Army audit efforts. Kathryn has worked at AMC since 2008.

Will Kays: Branch Chief, Army Audit Support, Defense Finance and Accounting Service (DFAS)

Will Kays is the Branch Chief for Army Audit Support at DFAS Columbus, primarily supporting the Army Working Capital Fund Audit.  Will has worked at DFAS Columbus since 2009 and has been in his current role since 2020.

Tina Niederman: AWCF Financial Reporting, Office of the Assistant Secretary of the Army (Financial Management & Comptroller) (OASA (FM&C))

Tina Niederman is a Senior Accountant supporting the Army Working Capital Fund Financial Reporting Division within the Office of the Assistant Secretary of the Army (Financial Management & Comptroller).

Todd Johnston: Managing Director, Strategy & Analytics Deloitte Consulting LLP

Todd Johnston is passionate about helping people solve problems and make decisions using their data. He brings over two and a half decades of experience leading teams, developing capabilities, and working with mission leaders and executives across the public and private sector to tie data to decision-making and create impact at the intersection of strategy, mission management, complex analytics, and data science. A Managing Director on Deloitte’s Strategy & Analytics Team, Todd leads Deloitte’s Artificial Intelligence (AI) and Advanced Analytics efforts in support of mission-focused clients across the national security domain.

Todd is an Echols graduate of the University of Virginia’s Distinguished Majors Program in Foreign Affairs, and an honors graduate of the Paul H. Nitze School of Advanced International Studies (SAIS) at Johns Hopkins University with Master of Arts in International Economics and in Strategic Studies. He has completed the Defense Resource Management Course at the Naval Postgraduate School, and the International Crisis Management Course at the National Defense University (NDU). He has been a guest lecturer on business ethics and leadership at the George Mason University, is an Event Coach for the Virginia Science Olympiad, and volunteers on his daughters’ soccer and swim teams

Angel Wang: Senior Manager, Accounting & Internal Controls Deloitte & Touche LLP

Angel Wang is a Senior Manager in Deloitte’s Government and Public Services (GPS) Advisory business. She has more than fourteen years of experience leading complex engagements focused on analytics and AI modernization across the enterprise, automation analytics capabilities. Angel primarily serves Defense, Security & Justice and Civilian clients, and has worked closely with C-suites across the DoD.

Angel is certified as a Project Management Professional (PMP) and Certified Defense Financial Manager (CDFM). She holds a Bachelor of Science degree in Economics from Carnegie Mellon University and a Master of Science degree in Engineering Management from George Washington University

George Pierce: G-Invoicing Agency Implementation Team Lead

George Pierce is a G-Invoicing Agency Implementation Team Lead for the Federal Reserve Bank of St. Louis supporting Federal Program Agencies in adopting G-Invoicing. George and the other Agency Implementation Team partners with Treasury and the G-Invoicing product team to ensure agency needs are met and that agencies have the operational support necessary for G-Invoicing adoption. George serves as subject matter expert to ¼ of federal agencies, working with their GINV project teams on project planning, onboarding, system integration, training, and roll out. George has over 15 years of experience in the Federal Government space including system and software development, PMO support for the Federal CIO Council, management consulting and operational business process reengineering. He graduated from the University of Florida with a Bachelor of Science degree in Economics and a Minor in Spanish. He currently resides in West Hollywood California.

Robert Mattison: Manager of the G-Invoicing Agency Implementation team

Robert Mattison is the Manager of the G-Invoicing Agency Implementation team at the Federal Reserve Bank of St. Louis supporting Federal Program Agencies in adopting G-Invoicing. Robert and the Agency Implementation Team partners with Treasury and the G-Invoicing product team to ensure agency needs are met and that agencies have the operational support necessary for G-Invoicing adoption. Robert has over 24 years of experience in Government Information Technology space related to administration, infrastructure, application implementation, modeling and simulation, product management, and operational support. He graduated from Southern Illinois University of Edwardsville with a Bachelor of Science degree in Computer Management and Information Systems. He resides in Eastern North Carolina with his wife and three children.

COL Mike Mai: G8 Military Deputy, Army Materiel Command (AMC)

COL Mike Mai is an U.S. Army Finance and Comptroller Officer with nearly 23 years of service. He was commissioned into the Field Artillery branch upon graduation from the United States Military Academy and has extensive leadership and financial management experience. He has led small elements in combat arms organizations, planned logistics operations in support of Operation Iraqi Freedom, commanded a financial management support unit, and performed budget and program analysis in Afghanistan and for the Headquarters, Department of the Army. COL Mai served as the G8 Comptroller for 1st Theater Sustainment Command, U.S. Army Space and Missile Defense Command, and currently serves as the Military Deputy Director of Resource Management at Army Materiel Command

Mr. Pat Sullivan: Highly Qualified Expert, AMC

Mr. Pat Sullivan currently serves as a Supply Chain Highly Qualified Expert with the U.S. Army Materiel Command (AMC). Prior to joining AMC, Mr. Sullivan has experience as a Specialist Leader with Deloitte and as Vice President with ProModel Corporation. Mr. Sullivan has a distinguished military career including a wide variety of command and staff positions. Some highlights from military career include Commander of the Army Logistics Support Activity (LOGSA), Commander of the 402nd Army Field Support Brigade, and the G4 for the 82nd Airborne Division. In addition to his work experience, Mr. Sullivan is the Vice President of Cyber Huntsville which is a Cyber Huntsville, a 501(c)(6) non-profit organization made up of lndustry, Government and Academic institutions that are dedicated to making Huntsville and the Tennessee Valley region a Nationally and Internationally recognized Cyber leader.

Mr. John Keck: HQ Data Steward, US Aviation and Missile Command (AMCOM)

Mr. John W. Keck currently serves as the U.S. Army Aviation and Missile Command (AMCOM) HQ Data Steward. Mr. Keck has 25 years of experience in military logistics including 15 years in government supply chain, budget and finance analytics. Mr. Keck has experience in a wide range of financial management and business systems including LMP SAP, PySpark, Business Objects, Bex, Tableau, & Power BI, Power Apps, Power Automate, Dataflows.

Todd Johnston: Director of Strategic Growth, Thompson Gray

Todd Johnston serves as Director of Strategic Growth at Thompson Gray. In this capacity, he is responsible for leading the firm’s long-term growth and strategic positioning in the market. He is an expert in federal financial management and budgeting processes, IT infrastructure, OMB Circulars, and other relevant authoritative guidance, including FMFIA, FFMIA, FISCAM, and GAO’s internal control framework. Alan Johnson: Program Manager and Data Analyst, Thompson Gray

Alan Johnson serves as a Program Manager and Data Analyst at Thompson Gray. Alan supports all the data related needs of Army customers including data migration management, benchmarking key performance indicators, monitoring ongoing data quality efforts and reporting to ensure the health of data in key information systems. He leverages expertise gained during data migration efforts for multiple Army ERP deployments to implement sustainable data-centric customer solutions. Alan utilizes skills gathered from his work with Big Data toolsets to create, deploy and maintain easy-to-use technical data-related solutions using the Army’s readily available desktop tools whenever possible.

Dale Smith: Retired Army SES

Having been appointed a member of the SES Corps in January, 2022, Dale Smith recently served as the Director, Resource Management (G-8) in the Office of the Deputy Chief of Staff, G-4, Headquarters, Department of the Army. In this capacity, Mr. Smith led the Sustaining Program Evaluation Group (SS PEG) responsible for forecasting, requesting, allocating, and evaluating over $60 billion in resources that enabled the sustainment of all operations, programs, and systems across the entire Army enterprise. Dale retired from federal service in June 2023, having served a combined 30 years in uniform and as a Department of the Army Civilian. Dale currently serves as a senior solutions expert with Definitive Logic Inc., a digital transformation company based in Arlington, VA.

Dale served as the Assistant Chief of Staff, G-8 for the US Army Aviation and Missile Command (AMCOM) from 2018 through 2021. As the AMCOM G-8, Mr. Smith led a diverse group of finance, accounting, manpower, and operations research professionals responsible for managing all aspects of approximately $3 billion in resources that enable AMCOM’s mission to develop and deliver responsive aviation, missile, and calibration materiel readiness to the Army.

Dale previously served as Business Manager for the Army Contracting Command-Redstone (ACC-RSA), the largest acquisition center in the Department of Defense, and as the Lead Program Objective Memorandum (POM) Analyst in AMCOM G-8 where he was responsible for shaping the command’s future years’ requirements to support sustainment of the Army’s aviation fleets and missile inventories.

Dale retired from the Army at rank of Lieutenant Colonel in 2015 after 22 years of service. Dale holds a Bachelor of Science in Aerospace Engineering from the U.S. Military Academy (1993) and a Master of Business Administration with majors in Finance and Management from the University of Florida (2003). As a civilian employee, Mr. Smith was twice named the AMCOM awardee for Association of the United States Army (AUSA) Civilian of the Year (2016 and 2021). Dale holds several professional certifications including: Level III DoD Financial Manager, Level III Acquisition Professional (Business – Financial Management), Certified Defense Financial Manager (CDFM), and Certified Government Financial Manager (CGFM).

Dale hails from Tampa, Florida, and is married to the former Maggie Halerz from Jaslo, Poland. They have four wonderful children: Gabbi (junior at Auburn University), Tori (10th grade), and identical twin boys, Jake and Josh (7th grade).
